- What type of emergency is it?
- When and where did the emergency take place?
- How many people are affected?
Behavioural rule:
- One person:
1. Raises alarm
2. Rescues (consider your own safety as well!)
- Several persons:
1. One person raises the alarm and coordinates;
2. The remaining people rescue!
